A total, deterministic, severity-independent minimum over the declared conditions, in the fixed order fail < degraded < pass_indirect < pass, recomputable by any consumer from carried bytes alone, against a normative recompute table published with the spec. Not a policy verdict: it carries no threshold and no severity input, and a consumer applying its own policy threshold does so on top of this value, never inside it.
