Section: posture_and_coverage. Criticality: critical.

The named event that ends a standing claim's validity and obliges a re-assessment: a material change in the circumstances a claim was made about. A record carrying this term states which circumstances were assumed stable, so a later change in one of them is an event a third party can detect by comparison and not a disclosure the observed party is trusted to volunteer. A verifier MUST treat a claim carrying no such statement as making no commitment about its own continued validity, and MUST NOT read the absence as a claim of stability. The trigger is a property of the claim and never a policy threshold: it names what would invalidate the claim, and a consumer's own re-check interval sits on top of it.
