The verdict not_established: the records do not show the claim true and do not show it false. It is a result in its own right, never a pass and never a failure. Reasons include a self-reported or mismatched observation, missing visibility, incomplete coverage, no usable final tree (contract_adequacy_zero, tool_exit_unobserved and witness_scope_below_required are three codes), and a consumer that requires an external witness receiving evidence that rests on a peer witness.
