A digest-committed partition of the population a claim is drawn from into three pairwise-disjoint sets (assessed, out-of-scope-with-a-reason, and routed-elsewhere) whose union MUST equal the keys of a digest-committed manifest the producer does not control. Without this, a claim of "found nothing" and a claim of "looked at nothing" are indistinguishable on the wire.
