Section: evidence_dimensions. Criticality: critical.

Whether the latest possible time a record existed (its CEILING) is PROVEN by an external anchor over a digest that recomputes from the record, or merely ASSERTED by the issuer. The mirror of issuance_time_basis: that term proves a floor on signing time, this one proves a ceiling on existence. A ceiling is proven only under the anchor_time_rule the record states, because the same proof yields different ceilings under different rules (a Bitcoin anchor under header_time_plus_tolerance and under later_median). anchored therefore requires anchor_time_rule; a record that is anchored without one is read under the rule's stated default and a verifier SHOULD report which rule a verdict used. The anchored digest MUST recompute from the record under a named deterministic procedure, or the record has no anchor for this term. asserted MUST NOT be read as a ceiling at all. A proven ceiling establishes that the bytes existed no later than that time, and nothing about who made them or whether their content is true.
