Section: change_admission. Criticality: critical.

The outcome of one decision on one proposed harness change, carried on the wire as the boolean admitted (true is admitted, false is rejected). A decision is consistent only when an admitted change passed every gate the consumer requires and a rejected change failed at least one; a consumer recomputes this from the decision's own checks and treats either inconsistency as contradicted. A rejection is a record in its own right, signed and verifiable like an admission, never a decision that was not made.
